Young drivers in California don't get a real driver's license at 16, they get a "graduated" license. For the first few months you drive as a teen, you have a driving curfew and can't drive with passengers under 21. The rules are intended to reduce teen fatalities based on statistics (driving at night with your friends = bad). I don't have a personal take on whether they are a good thing, but that is the story with "curfew."
