"From 1977 to 1981, during the Jimmy Carter administration, Perry served as undersecretary of defense for research and engineering, where he had responsibility for weapon systems procurement and research and development."

Why would a general call an undersecretary of defense for research and engineering during the Jimmy Carter administration in 1978, William J Perry, and ask him for instructions on how to handle a World War III missile crisis alert? I suspose that the problem wasn't big enough for the Secretary of Defense or the President of the United States, Jimmy Carter, to handle at three o'clock in the morning.

Hoover Fellowship Assumptions:

1) Drama is more important than substance.
2) Lies are more important the truth.
3) Propraganda is more important than good and moral policy.
