The Lincoln University Upward Bound Program will be cut in August because of the cut in government funding. This program has benifited many young teenagers, especially minorities who come from low income families who will be the first in their families to go to college.
There may be federal cuts, but it did not stop any colleges or universities from picking up the slack, as a matter of fact, if funding sources thought about it, all they need to do is get either 10 or more people to allow Upward Bound to attach identified bank account numbers, but not for any financial withdrawals. By establishing a reputed offshore account, which can access those accounts for loan purposes only: banks do it all the time on! Upward Bound programs will find, they will have far more money than had they stayed tied to federali funding sources.
